Basically you take a screenshot or an image of what you want, simple 24 bit uncompressed tga file. Then use winrestools to create the img file format. Then you add the info to your drivers.txt file and it will appear on your drivers list page. It's call covered here in the modding tutorial. www.speedsims.net/tutorials/mkui.html

Its the 3D picture of the car itself I want.. its something you cant do it via screenshots. I remember a program from another mod where it showed a 3d model of car when painted, but only worked on some sort of Latemodel mod. Do they get the 3D picture from when they make it? As in making it on 3DS

What you could do is in Max or Zmod, is create a scene, then render your paint/model in Max or Zmod. Then bingo you have your image. And yes you can do something like this, then use it as an image for a UI screen. Easy peasy!!

Yes, you would need the actual 3D model in a modeling program like Dave mentioned... Zmodeler or 3dsmax.
If it is an existing Heat mod, you can usually unpack the .car files with WinResTools Wizard's Rescrack feature and find the high1.mod file and load that into Zmod, and if you had the templates, you could apply the main body texture to it in Zmod.
But getting the other textures for other parts of the model (such as interior, wheels, tires...etc) are more tricky because to make it look as good as it should, getting the original textures from the mod maker is usually best so you don't lose any image quality of the textures.
But as a last resort, Blaxman's Texviewer-BX will work to turn .tex files into something you can take a screenshot of and put into a painting program to work with.
That is the only way to get a .tex file back into any other form.
