I'd like to point out why and what for there are sometime penalties given after a race. Just to avoid misunderstandings
There won't be penalties just because of some "paint trade" between cars in fighting. That's ok, we're not running F1 ;D
The criteria is ONLY about if and to what extent irregular action puts your opponent to a disadvantage and/or you benefit from it. That's the basic rule beneath the details.

- If you tap your opponents rear, it won't matter, unless for example this makes him lose control which enables you or someone else to overtake. No overtaking - no problem here
- Shortcutting/running offtrack will matter only if you benefit from it - either by gaining on laptimes (when done regularly) or using this to overtake opponents
- Chatting matters because it distracts your opponents and may make them have to run slower than they would be able to when focused.
- Wrecking opponent cars or causing them to run into p areas does matter in any case.
