why in hell would you want to distract other drivers in the race? must be the most distracting thing ever, even in endurance racing, team talk and alike are used only when absolutely necessary.

pre race or maybe practice still can you use one though I've tried ventrillo for racing years back, and man all it did was screw me up during the races when some peep started to talk. I think I wound up hitting the walls a few times because I would lose my concentration. Samething happens to me when someone starts typing during the race. I windup trying to read the darn thing, and then I would go flying off the track.. lol I think that's why they have the rule of "no chatting" or "no typing" during the races also.

As voice chat will only will be received by those who deliberately have connected to the same channel, IMO there's no problem with using voice chat in a race. Opposite to non-voice chat, which is an absolute no-go, as EVERYBODY will be distracted by that
But just like Dave and Burnout, IMO chatting while race is most distracting and does have little sense beside that

The question is, if I understand correctly, is this form of communication "cheating". You should check with each series admin. for their specific intent of the no chatting rule, but I would say in the grand scheme of online racing, not technically as the intent/spirit of the no chatting rules is to stop text messages appearing on the game screen. Also if you set up your own voice chat server/clients who's gonna know? It's pretty hard to prove and/or enforce. Perhaps some clarifications should be made to the series rules as it is my understanding that a voice chat within my own team is acceptable. I would imagine that teams would set their own guidelines regarding the use of voice chatting.
If the team principle found it to be distracting enough to hinder lap times it should be dropped. Honest communications between players/admins. is also necessary to determine if voice chatting is distracting to the point of hindering other cars in the talkers vicinity. (I would not be too happy if driver'a' is chatting to driver'b' and one of them is distracted and ends up blocking or hitting me.)
I would say that if you and your team want to do that then go right ahead. Personally I find it distracting during a race to have non-team specific chatter but helpful during testing.
My team uses a dedicated channel during races and we find that helpful (as nobody talks unless necessary). I can warn my mate when I'm about to lap him so he stays clear and dosen't fight me. Or if his concentration falls off he can give a yell and we can change our pit/driver change strategy on the fly.
Another point for it is most apps. can be set up to allow team channels & an admin. feature that broadcasts to all channels which helps in restarts etc...
Admins., am I off base on this??

IMHO im not keen on them being used. Not to say that it would hapn but it could.
I.E If someone is say leading champs by 1point with 1 race to go and is say 2 places down on the guy in 2nd in champs and its the last race (there by finishing 2nd by 1 point overall if position stay as they are). If a team mate of person in 2nd before race start is in between these 2 for title, He could infact ask his team mate to run 1/2 to 1 second a lap slower for 3 or 4 laps to let him get away.

But yes onscreen chat very anoying when it carrys on in race (out of habbit i tryd to read it incase it says my name)

Not cool You wouldn't need to use voice chat for this... a simple check on the race stats while racing is all what you'd need for this. And yes, that wouldn't be cool. IMO you can use voice chat as much as you like as it's strictly limited to those who volunteerily joined into it. You can stop receiving msg any time you like - opposite to screen chat msg. Thus the chatting rules apply only for screen chat, not to voice chat. Just as Kev mentioned, handling of voice chatwould be up to some internal team rules - as it's only your team members that you'll annoy by too much chatting If someone gets distracted by voice chat and causes some incident because of this, it's NOT the chatter who gets the blame, but the one who was distracted. As he could have switched voice chat off. It's the same as eating a pizza while driving and hitting another car just because you we're choking on some piece of salami in the process Nobody would blame the pizza....

I've used voice chat in endurance racing in LFS (with Kevin among others ;D) and in those cases it is a MUST since the team manager has to coordinate several drivers and let them know when to join the server, push, save tyres, whatever, AND when testing, since its much faster than having to type.
But, one driver talking to another is a no-no, no matter what the situation. Only pit to driver comms and vice versa make sense.
